EU regulatory compliance, probably. also, i'm pretty sure it'll still charge that way, it'll just be slow because it's using the basic 5V charging that USB has had for decades, which doesn't require them to spend money on the components required to negotiate PD charge speeds
oh if it has a different charger in the box then it's definitely a regulatory thing, just doing the bare minimum to make sure it technically has a USB-C port that technically charges without spending any money on additional components or R&D
