It is against the Geneva convention. In war. Against another Country. That’s how you know it’s wrong to use ON YOUR OWN PEOPLE. It is not against the Geneva convention to use it against your own populace. It’s why they do it.

to clarify, the reason it's banned in war is that the other side might mistake it for a deadly chemical weapon like mustard gas or nerve agent, and may respond with WMDs of their own. It's not banned because it's inherently inhumane, it's because it can lead to escalations of WMD use
