Price tags should have $$$ per measurement. Compare that one with the others. Which looks like they're both the same price per measurement. A better buy is the big one.
I take the smallest one, if the bottles are all plastic. If they’re glass, I get the one that is family or privately owned, regardless of price. That’s a word problem, I guess. I have ADHD. Does it show?
Not expiring item, not much to do about quality (hard to screw up vinegar), cheapest per ounce. In this case, the bigger container, because it's less plastic per ounce.
Although I hate that you almost never can buy 20% vinegar. It is very common in Europe.
You didn’t mention the fl oz of the first option to be 💯 but generally that size would not be cost effective, since I use a lot of white vinegar in place of softener
Depends on what you use it for. Both are the same price per ounce. One is in glass and the other in plastic. If you worry about plastic in your food or in the environment then glass is a better option.

If you have the room and $$$, get the larger container.
