I used to make medical dressings. For this particular process the liner went on the top. It didn’t make the liner the top of the dressing. Just had to be manufactured upside down then turned the right way up when packed. The chocolate is defo on the top. This includes digestives.
I once made homemade Jaffa cakes and can confirm the chocolate layer was poured on the top. How would the dip the sponge with orange jelly layer there as well? Madness.
