The problem is border that need defending. It is not that complicated really. You do not need an enemy for that. It is a fairly simple goal and problem that every nation is dealing with.

Only people who act like this is a thing clearly just want the borders to be weak.

Oh good God. The problem was that Europeans couldn’t stop fighting each other thru all of human history. NATO plus EU plus ? has put a stop to that among NATO nations. The very thought of war between NATO states is banished. Incredible and probably the greatest achievement of 20th century.
