Exactly - requirement here in NY. Many (most) of the people I went to grad school w/ for my education degree didn't do the reading & did as little of the work as possible :(
To be fair, tough because one of the few careers open to working-class NYer; systemic issues all around, as with most things.
People have been listening to so many garbage folks, who are saying things like, "I'm only going to college to get this credential". Like, people really see it as some kind of video game level to overcome instead of the work being important for your own growth & capacity as a citizen and a human. 💔
An 11th grader I was helping w/college search/applications said he wanted to go to Wharton for business. He had mediocre grades/wasn’t into school. Why there? “I want to make money.” No desire to learn. Contribute. Nothing. Thought a Wharton BA was going to make him money. That’s it.
