The proposed law empowers the Sovereignty Protection Office to label organizations as threats to national sovereignty if they receive funds from abroad. This includes EU funding, and the EU funds a lot of media NGOs.

Europe is perceived as a hostile power from which EU funding is to be obtained through 'legal loopholes'. The basic intention of Europe is being misused for Hungary's own purposes, without an honest focus on common goals.

If an organisation does accept foreign funding, including from the EU, the bill proposes a fine equivalent to 25 times that funding. That means just 4% of foreign funds in an NGOs budget would result in a fine equivalent to 100% of its budget.
