Reminds me how in Russia it's common for paramedics and police to tip funeral folks so after someone dies you get lots of calls from "helpers" for a fee.

And, they are paid kickbacks for the tips. Happens in the US as well. Like cops who tip off lawyers after accidents. It happens everywhere. Russia doesn't have a monopoly on greed, grift, and sleaze.
