Oh, I'd never forget that 😄. But the pattern is there: threaten the worst, most outrageous action; watch panic ensue; then offer/accept a lesser evil. It's the bully's way: "Your money or my fist." Rebuilding Gaza will cost too much; but if allowing foreign troops seem less bad by comparison?
