It's worth noting, I think, that the last time the AEA was invoked in WW2 was to intern Japanese Americans.

It was considered such a great wrong, a shameful error, that Regan issued a formal apology to survivors and paid them reparations of $20,000.

The salient part of my reply was not so much when it was last used, but that it was considered a great nation shame.
