If you are on a Mac, open the PDF in the Preview app. Then just select the text with your cursor. It now performs OCR on-the-fly.

No, I guess this wasn't clear enough: Kacsymaryk, for some reason, put his opinion on PACER as a non-OCR document, which makes covering it next to impossible if I want to highlight and quote extensively from it. Did anyone convert it to an OCR document?

You should be able open in Preview for Mac and after a moment click on the text. If you save it, I believe the text remains fully searchable. Live Text is invisible in macOS but should work on any PDF. Hit me up, also, as I have a couple other apps that I can “force” full OCR through.
