I’m arguing against wider digital content of *any* ID. A form of ID that we all have would be useful, and easier for people who need to check it. Not everyone travels or drives. Having to be proactive to get an alternative to driving licence or passport is not inclusive. - ThreadSky

My point was the existence of the processes used to prove your own identify for the purposes of issuing a driving licence / passport could be extended to provide a non-digital "universal" ID in the absence of either, with all three carrying equal weight.

Yes, using existing databases to produce the ID cards for people who have passports and driving licences makes perfect sense. Just need to include everyone else then we have a level playing field for ID and equal advantages of having ID. Voting, buying age restricted goods etc etc.

The inclusion of biometrics etc in a passport is after the fact of proving your identity to have one issued. There's no fundamental reason or justification for applying any other digital identifier.

I say this as someone who works in IT and understands the value - and danger - of a unique primary key.
