The answer, for now, should be yes. They should be allowed to make returns that should be regulated and are dependent on performance (I.e. actually delivering power when required by the grid). Perhaps the market mechanisms need to reformed, but either way - we still need some form of firm capacity

Auctions are held, with contracts then provided to energy companies to ensure electricity demand can be met - but plants may never be called on to provide power. These contracts are then paid for via energy bills.
