I saw a report that the Commissioner’s response to Rose’s attorneys mentioned that Joe Jackson had the opportunity to be elected to the Hall of Fame previously.

Also,Manford’s decision would not overrule previous commissioners rulings on the ineligible list.

However, Rose is different because his ban was a settlement before a ruling. Manford could change Rose’s status as long as it was consistent with Giamatti’s understanding of that agreement.
