Bots are fairly clear as day, they share the same AI art style or heavy template like copy paste filter work.

They tend to be pushy and try to drag answers about the job out of you and flood you with their references / portfolio.

I can tell you how I found mine.

I needed a cover artist. There's a series whose art I like and that has a similar vibe to mine (semi-cozy, lots of romance, found family, occasionally needing to get serious with fighting, etc.).

find you. You already know the art that this specific artist produces, you know you like it, you know that people associate that art style with content similar to your own. What more could you want?

If they aren't available/interested, you spread your search out from there.

I highly recommend Vgen- its a platform for artists of all types, with a focus on Vtubing related art. It's still a platform to browse through, but the search functionality is pretty good if you have a specific asset type in mind like you do.
