This budget holds the Pentagon budget constant (which is a cut in real terms) while spending a bunch of money on Trump and Hegseth pet projects.

This budget refers to annual appropriations. Or at least it should.
But the funding for Defense and Homeland Security are pulled from the reconciliation bill -- which is a different type of spending entirely.
