Which means, dear reader, that the memo is saying prosecutors should pursue the death penalty whenever Congress forbids it.
So they can execute undocumented immigrants employed by US companies now? Or are we taking space aliens?

Jaywalking is an appropriate choice here. While that name came later as part of a pro car campaign the idea that someone crossing at the wrong time was doing a crime evolved to re-enslave freed men in the Jim Crow south.

I guess one thing is missing, which is that the current way the system is set up a death penalty case takes years to go through. So check for attempts against that obstacle I guess.
