i have been a long-term consistent supporter of removing most of the arbitrary barriers to immigration that currently exist, especially the arbitrary global and per-nation annual limits. many of the delays in the existing processes are due to these limits

We have done this before, even before 1987 when Reagan supported amnesty. Congress passed laws setting dates when long time immigrants had been living here were granted permanent resident status. That qualified them to apply for citizenship later.
