It's supposed to be a place where they can express themselves freely. If staff are there taking notes, it reduces the amount of freedom caucus has to speak any kind of truth to power.
The PM could take notes right? As could other Ministers or MPs?
I think speaking truth to power is important, but it shouldn't be halted simply b/c ppl take notes. If the PM uses that against the MPs, the issue is not the note taking but the PM.

That's seems like a pretty bizarre allowance if notes are not supposed to be taken.
