No, it includes NY, Washington, etc. In fact, some stores here list where produce is from as BC/Washington. I complained for years.
Harper did that to accommodate America.

I prefer to buy Canadian and when I can’t, everywhere else but the U.S. We have other trade partners and we can buy online from other countries(cept china/us).
