I have the utmost respect for people who do this work. When I worked decades ago propagating we got paid our daily rate to meet our flat quota and got extra if we went over. It is back breaking work. Respect ✊

Piece-rate pay is probably easy to abuse. In theory, they still have to at least be paid minimum wage. If they deliver fewer bins per hour than what equates to min wage the employer has to pay the difference. There are exceptions but regardless, how well is that tracked??
