Family sizes dropped when jobs could no longer afford to support families of 2-6 kids. Most families struggle to support a unit of two full time workers.
Factor in the rising costs of homes, job insecurity (who holds a job for 30+ years now?) and now food insecurity due to under employment and NOBODY WANTS KIDS ANYMORE.
It's too much of a risk and a liability for somebody who has to change jobs 18 times in their lifetime.
As for the article itself, anyone who is willing to get pregnant for $5000 because they are desperate for $5000, probably isn't the person you want raising the 'future of your country'.

Ah hell even in Finland the representatives in parliament promoted the raising of birth rates with "synnytystalkoot" in 2017. The birth rates keep on plummeting and there were 14300 more deaths than births last year. Despite having good social security programs, maternal/paternal leaves etc.

There are over three times as many people on Earth as the day I was born. We can't triple in size every lifetime. We're stripping the Earth of resources NOW.

Sorry that doesn't sound accurate at all. Those planning to have children are going to want to be secure and know that they can take care of their kids. At least as much as you can. Diapers and formula alone are hundreds of dollars a month. Not to mention all the baby gear and toys.
There is also the issue of daycare and finding trustworthy people to watch your kids. Kids will cost parents at least 100k BEFORE college. I love my kids dearly, but being a parent is a thankless job.
Me and my partner are both at our mid 20's and we have no children yet. Income is one big factor for us since she just graduated to a new profession and it's unsure whether she'll get a permanent job or not and I'm about to switch my profession too. Income and the uncertainty of the times matters.
I've seen some provinces in Italy offer families money incentives to move there but we don't have the same sort of incentives here. But school and health care being nearly free is a big factor and Finland is a safe country. But getting the citizenship takes quite a few years (5-8).
Hmmm, you get a lot of money if you decide to settle in Sweden but then decide to move home instead. Maybe we can change that too: "We will give you a lot of money if you settle in Finland" insteed?
