Let's use critical thinking here...
If we didn't have problems... Why would we tolerate a system that restricts us so much?
What's the benefit? Justice and protection, right?
But do we get that?
Or do we get a crumb of it, and it gets mainstream media attention so we see the crumb &think it's huge?

But the problems are why you're needed.
So perhaps the problems could be cherry picked, while being left to multiply vastly.
Then everyone feels a need, but we ensure they still feel the system does "something".
