Hard to fully quantify cost to US if 6.5k+ foreign students at Harvard, best & brightest from around world, no longer come to US, but scatter to Oxford/Cambridge, top EU schools, or China. We lose their money, but also their research, investment, leadership. Soft power if/when they go home.
