As someone who used to work in the ISP industry, that sounds about right lol. Usually they have to start on site then work their way back in the signal path on the line. Definitely recommend pestering for a local supervisor's direct number if you can
Turns out my original theory ended up being true. Other ISP buried new lines here and fucked up our whole street and they're wrestling with permits to replace the line cuz it goes under a driveway, just waiting on that basically.
