That move is purposefully inflammatory and will only escalate tensions.

My guess is Title 10 under Insurrection Act. It's codified at 10 U.S.C. §§ 251-255 if you want to read it yourself. See § 252 in particular.

The good thing about the guard is, unlike cops, they usually follow the rules of engagement. They don't fire on civilians without significant provocation, esp if they've been deployed in war zones.
