Russia will absolutely not be producing many of these. They won’t waste money saving their soldiers when they could spend that money attacking civilians in Ukraine.
It’s not stalling, it’s synchronizing with the camera’s frame rate. You can see a similar effect in older movies, where spokes on car wheels appear motionless or even going backwards.
If it were a frame rate issue you would see it on all rotors, and to an extent you do. But the bottom right rotor is clearly stopping and starting intermittently.
