Oh, yes! As an architect, I can tell you we love to be let off the leash. Nothing better :). This is designed by the same architect who designed the Louvre Pyramid, I.M. Pei.

Is that so? I'd imagine when The Louvre is on your resumé, they're more apt to let you wander and be expressive. But still, there's hope! I don't know whether a leash or a whip is employed in my area, but somehow everything seems to be designed by the people who designed the latest Ikea warehouse
Most of the time the leash has to do with the client and the budget. So maybe they need to work on that in your area. Hopefully they do :) However, Canada has great architecture in some places.
Yes, I saw your shot of Toronto's old City Hall - dreamy shot, old memories. I don't know if they still flood that in the winter for skating anymore (it's been awhile since I was there).
I don't know much about architecture, but I do know he designed a building very close to where I live. The National Center for Atmospheric Research in Boulder, Colorado. I had no idea the same architect designed the Louvre Pyramid!
He has quite a few projects around the world. The building he designed in Colorado is quite different as style so at the first glance you can't tell it's the same architect. That happens sometimes even if generally you tend to recognize the style of an architect in his works.
