I just can't wrap my head around how this is legal. The government invited these trainees to out themselves as underrepresented, awarded them money, then used that identification to terminate the award without giving them a chance to compete in the overall pool.

They terminated the diversity F31 NOFO, which is different from parent F31. I'm not sure why the couldn't transfer to the Parent, but it may be some slight differences. For those that recently were awarded a diversity F31, they can apply to the parent NOFO, but would need some changes to their aims

I understand, but I think this is a discriminatory practice. You can't invite minority trainees to one opportunity, then prematurely close that opportunity, then use that as an excuse to pull funding specifically from minority trainees. If trainees knew this could happen, they wouldn't have applied.

It's likely that NONE of the NIH award terminations were/are legal. There is litigation ongoing right now on this.

But, and I hate to be that guy, most of what they have done so far is illegal. The courts have slowed them down, but that's the extent of it so far.

On the serious side, I also know that litigation like this, likely class action, takes time and it will be too late for most of these trainees. Makes me want to scream.
