I wish I were as optimistic as to believe that anything progressive, be it a policy change or an actual directive, would just spontaneously happen without strong demands, pressures, and all the necessary work. And why even make the change now, in a middle of an election, if it’s not political?

Bureaucracies are led by politicians, but they are run by career bureaucrats. This may be someone trying to offset an overrun on a different line item.
Who, really, would such a move appeal to? Who would look at funding cuts for academic travel and say “now I’ll vote for him”?
Or is ridiculous to think critically about any party’s strategy, with possible flaws, risks, and consequences?
Or is it ridiculous to try to minimize the error in their decision making?
