You can still have three lap races in World. VS and Online allows you to play the classic format.

Unfortunately, it seems that online VS. lobbies only allow you to VOTE for it. If the other 23 players vote for one of the dozens of highways instead, you are pretty much screwed.

Probably it'll end up being anywhere from a 1/24 to a 12/24 chance of getting an actual track in reality.

Random matchmaking has been the vast majority of my playtime in every Mario Kart since they added online play, so if random matchmaking doesn't work properly in World, I've got very little reason to play the game sadly.

But there is this screenshot from the Online Play segment that shows the player is racing on one of the highways, in "lap" 1/3:

so that would suggest online VS. courses include the highways.
