This logic doesn’t really hold up for me when Kanto also allows you to fight the gym leaders in any order and doesn’t have nearly as bad of a level curve.

Not really.
You can fight Sabrina out of order, but the circle of tall grass around her levels with the gym order you’re supposed to follow.
