so weed is "legal" here now but you can't buy it legally in a store, it's all through rare membership clubs? who does pseudo-legalization satisfy except for moralistic freaks who want to control your body

That's because no country's said "this is legal now, here are the regulatory and labeling requirements, keep it next to the liquor aisle please". They all want to reinvent the wheel for some reason.
USA is different for each state but it used to be legal to grow and give away (iirc it was up to 2 plants) but not sell in Vermont. They have dispensaries now but it was so funny when you’d to go to a farmers market or something and they’d “sell you a pencil for $15 and give you a plant for free!”
Yeah, it sucks. You can also get a prescription for medical quite easily, so there is this small market opening. A lot of people who have the means to and aren't heavy consumers just grew their own last season...
that doesn't even seem true because you're not allowed to have a business selling it under current german law. officially it's all supposed to be homegrown (it's not of course)

Cratering the import market while leaving up many barriers to spread is probably also considered policy success by a significant contingent.
