100% yes. Even just use the appropriate ranking members on Congressional committees to play that role. Organize the case against the administration the same way the administration is structured.

the ranking members might not be ideally suited for the task (and may be for various reasons prohibited from this sort of thing) but corresponding new faces would free the legislators from needing to be master rhetoricians and give them a better shot at doing their inward-facing job

To your point about the value of fresh faces, it would definitely be smart to purposely select the right person for each as opposed to a hard rule. Falling back on that person when there isn't a compelling reason to pick anyone else wouldn't be crazy, though

For many reasons. It is also an effective strategy to combat “flood the zone with shit” style of the regime. No one needs to respond to everything—Dems have a consistent voice on each topic and he/she become the de facto “go to” person for the media and the public.

I've come around on it. I thought it was goofy and lampoonable, and maybe it is, but also that sometimes is the stuff that breaks through and starts to get attention. Like having a big, beautiful wall across the entire southern border that Mexico would pay for.
