Do we know that? Saw some interesting articles but nothing that was official.

Portugal is famously 100% renewables so any article claiming 30% is just wierd.

Spain is connected to France, South France blacked out too. Saying it isn't is also _very_ wierd.

I think this is potentially an interesting debate to have because while I would say the problem is not "inertia" per se but it's absolutely related to renewable penetration. I would suggest however that this is a much more easily solved issue than the inverter one

Supposedly many of the inverters in Spain are capable of operating in voltage control mode, but weren't - so this is more an operational policy issue than a core technological one

If so, not dissimilar to one aspect of the 2016 South Australian blackout - among many things that went wrong, it turned out some wind farms had excessively risk averse self-protection software settings, and the grid operator didn’t know. They could have ridden through the storm-induced transmission

disruption, but didn’t, and their tripping added to the chaos. The settings were then fixed, basically without fuss. Extremely unsatisfying to Posting Warriors on all sides, but great for everyone else

Also the same thing you described happened in the US, in Texas and California - I think for me the most dismaying aspect is that years later all the inverter settings still have not been corrected due to owners being allowed to drag their feet
