Pet dogs running along beaches are regularly burnt, as are humans.
So this is the point.
DBBQs are inherently hazardous.

So many reasons not to use, buy or sell.
It’s hard to ban per se, but basic construction standards would help
Hence the 3Ls…

Make it illegal to sell them in shops, this pettifogging little society we live in ought to be good for that much at least
‘Banning’ is politically something to be avoided but it also involves very precise definitions - that can’t be circumnavigated.
Hence pushing for basic standards which essentially does the same job…
Lift - handles so can be removed or moved as necessary.
Lid - to contain flames or residue (safety and practicality)
As a minimum.
