I've seen a lot of e-bikes have pedal assist that accelerates to a preset speed for each assist value, IMO that's way more dangerous than a throttle. I've had relatives who crashed because of bikes like that since they weren't expecting how quickly it would get up to speed

Some of these ebikes are just electric motorcycles and they are being ridden by guys who don't have the license for a real motorcycle, and couldn't get it. They also aren't bicyclists, but they use bike lanes that aren't adequate to begin with, pushing out actual cycling, and making it less safe.

This is about the legit distinction between a Motorcycle and a Moped. The former is regulated like a car and the latter like a bike.

It’s about limiting the power of things in the bike lane and things that mix with pedestrians on some trails

Regulations need to be enforceable to be effective. Throttle vs pedal assist is an indication of speed/power that allows riders as well as law enforcement to know at a glance if a bike should be allowed on a walking path. If you're gliding uphill w/o pedaling you shouldn't be where kids and dogs are

Regulations that are motor watt and top speed dependant are confusing for riders and pretty much unenforceable for police. If you pull the sticker saying "1000 watts" off your bike does that mean cops can't ticket you?

My feeling is its weight *speed that needs quelling.
Mass at speed is what's dangerous.
