EFTA, which Norway is a member of, is a big commitment. Too big for the UK or Switzerland.

If Canada was to get serious about EU membership, it'd need to look into what external borders of the EU are like in the British Isles, in the southern tip of Spain, at the Finno-Russian border...

Membership is a serious commitment to EU standards, rules, and regulations. If the USA doesn't comply with EU standards too, that's the end of the North American common market.
