If they were real agents, trained in law enforcement, they wouldn't be hiding behind masks without name tags, or badge numbers. They're on the same level as the KKK, or the Proud Boys.

There is really only one legitimate reason to cover the face for a federal agent and that is if part of your work involves you going undercover and having your face identified as a federal agent may compromise that work, something ICE agents don't do.
Highly possible they are law enforcement recruited for this job as a moonlighting opportunity. Which means they're hiding their faces to keep from being identified by their own communities and ostracized.
