The gop is going to by pass procedure, the parlamentarion who helps rule on if stuff can go to reconciliation and rules on how bad a budget will hit the deficit. They are saying "nah just ram it through" it was not a ramble
Maybe he let Chuck participate in exchange for Chuck stepping down from leadership and nominating him. Probably too farfetched, but that's the outcome I'm rooting for.
he maybe could've recovered over time if he hadn't gone on an extremely boneheaded media tour defending the shutdown strategy and hawking his book, but that is in fact what he did.
