For example in Oregon, we have cities under counties that do different things, but the Portland area also has Metro, which is an in-between multi-county entity.
Average size of a county in New York 576, mi². In Wyoming, 4,222 mi² or 5 times as large.
(Yeah, I realise that a "general-purpose local government" division might not be a county.)
