The FDA cannot control the practice of medicine. They could not approve for under 65s, but not without good reason.

It's a medical nightmare but what I suspect will concern them more is the potential financial impact. So mention that if you can. Workers out sick, workers on disability, ERs filling up which raises healthcare costs, it scares away tourists to have a constantly ill population etc.
