Well, PowerShell might be built into Windows, but it's not "Windows".
PowerShell Core is cross platform.
It's kinda an object-pipeline oriented OS within an OS.
Or, in your metaphor, it's an emulsion layer that let oil and water mix.
Use em both together and you can really get cooking.
