The moment you form sustained social and economic obligations between those small social units you have created a larger social unit that requires its own regulatory processes distinct from those used by the constituents
if i'm understanding you correctly, you posit that a technological society requires that there are social norms imposed on all these tiny social circles from an alienated body, my point is that this is precisely not a requirement
I do not believe it is possible for _groups_ of people to cooperate in any meaningful way that does not result in persistent delegation of responsibility. And that is the seed of government
