But, the governor of a state can't keep the National Guard from another state, out of their state. We learned this a while back, didn't we?

No, potus cannot unilaterally use another state's NG if a gov refuses to deploy their own (Title 32). Potus can request deployment, gov ultimately decides. Also, another governor cannot send their NG to another state w/o that state's consent, even for a federal mission.

Of all the states, Californian NG members seem like the most likely to resist following this regime’s orders.
