UK column on the 'impossibility' of enforcing quiet carriage rules. Having travelled on French trains I can assure you it absolutely isn't. SNCF has 3 simple rules;
- phones on silent
- use headphones to watch/listen to anything
- go into the vestibule to make/receive a call.

That also means that you need people to address this and I think most train companies skimp on people (I can for sure say that for Deutsche Bahn)
