I'm not saying that it's the only reason. I think the NFL was embarrassed by that situation. I think they generally don't like the optics of the play and they're using "injuries" and "pace of play" as a defense.

I understand this feels like a Packers vs Eagles thing, but it's not 1 v 1.
If GB and PHI didn't play at all last year and they still submit the rule change, does that change anything?
Regardless, if the Tush Push had been discussed in those meetings, there's certainly reason to believe he would submit the rule change without GB having played PHI.
2nd, GB Proposed the change. They're not the only team in favor of the change. This isn't GB vs PHI. It was 16-16 when it was tabled last month.
