I'm not sure that it includes forest fires, where does it say that? The main reason why Canada and Australia are so high is because of industry and car-dependent suburban sprawl. Neither country does very much to address their emissions and both have picked the most polluting lifestyle - ThreadSky

It says it includes land use. When I search land use in this context it says it includes forestry. Seems pretty cut & dried.
America is just as suburban as either Canada or Aus. Their emissions per capita is lower because the wildfire effect is less notable with the 10X population.

Land use means either humans destroying vegetation or adding vegetation, it doesn't mean forest fires that just happen. America's emissions are slightly lower mostly because the Alberta Oilsands are much more polluting than the way oil is extracted in the US
