Less of a lightning rod and more of a politically viable punching bag for bigoted bullies.
Lightning is drawn naturally (w/o bias) towards objects generally taller than the surrounding area.

The political operatives that built Orban did something similar and we know what Hitler did. Finding a small minority and rallying uneducated or grifting others around demonizing them seems to be effective in controlling large groups of people, at least for a significant period of time.
