FWIW, Jeffries' office fully denied this— not just the "thinly sourced" complaint that the Bulwark quoted. I wouldn't normally trust him, except that such a denial would be insanely risky unless Jeffries had reason to think all the other Democrats are 100% loyal to him. (But yes, NY Dems are bad)

My assumption is whatever pressure they were putting on members was indirect enough for plausible deniability, i.e. "that wasn't discouragement, it was strategic discussion"

That makes no sense. This isn't a court case, it's about public opinion—the thing people are mad at Jeffries for is not whether he used the word "discouraged", it's whether he is against doing the thing.

In the scenario you're proposing, any members (or staffers) who disagreed with him on this, and resented him weaseling about it, could very easily cause him grief by saying anything on the record about it. So it only works if they all fully agree, in which case what's the "pressure"?

I guess it's different if by "strategic discussion" is something as vague as "the previous visit by House members didn't make as big a splash as we'd hoped, not sure we should do it again right now unless we can think of a way to do it better"... but I assume they're all thinking that anyway.

Anyway I'm not inclined to give the Bulwark the benefit of the doubt on this, no matter what I think of Jeffries. They edited the denial dishonestly to remove everything but "thinly sourced", till they were called out for that. And they're the Bulwark—their only positive quality is being anti-Trump.
